Home State Policy on Refunds

 

California:  As of January 1, 2015, Universities do not need to collect the student tuition refund assessment.  Institutions will be required to complete and submit all STRF Assessment Reporting Forms quarterly. The form is online at http://www.bppe.ca.gov/enforcement/strf_minreq.pdf (note: At this time the form has not yet been updated, so N/A is fine for responses relating to fees collected. See also the Q and A at http://www.bppe.ca.gov/schools/strf_faq.shtml.

Iowa: For a student who is a member of the of the Iowa National Guard or Reserve Forces of the United States, or the spouse of a member if the member has a dependent child, when the member is ordered to state military service or federal service or duty, the University shall:
  1. Withdraw the student’s entire registration and grant a full refund of tuition and mandatory fees; or
  2. Make arrangements with the student’s instructors for course grades, or for incompletes that shall be completed at a later date. If such arrangements are made, the student’s registration shall remain intact and tuition and mandatory fees shall be assessed for the courses in full; or
  3.  Make arrangements with only some of the student’s instructors for grades, or for incompletes that shall be completed by the student at a later date. If such arrangements are made, the registration for those courses shall remain intact and tuition and mandatory fees shall be assessed for those courses. Any course for which arrangements cannot be made for grades or incompletes shall be considered dropped and the tuition and mandatory fees for the course refunded.

Kansas: Each student will be reimbursed for any items for which the student was charged but did not receive, including textbooks and software.  All advance monies, other than an initial, nonrefundable registration fee, paid by the student before attending class shall be refunded if the student requests a refund, in writing, within three days after signing an enrollment agreement and making an initial payment. If a nonrefundable initial application or registration fee is collected, the student shall be required to sign a written statement acknowledging that the initial application or registration fee is nonrefundable. This statement may be a part of the enrollment agreement,

Maryland: For fully online programs, if the University’s refund policy is more beneficial to Maryland students, the University shall follow its own refund policy. If the Maryland refund policy is more beneficial, the University shall follow the Maryland policy.

Maryland Minimum Refund

The minimum refund that an institution shall pay to a Maryland student who withdraws or is terminated after completing only a portion of a course, program, or term within the applicable billing period is contained in the chart below.

A refund due to a Maryland student shall be based on the date of withdrawal or termination and paid within 60 days from the date of withdrawal or termination. An institution's refund policy for Maryland students shall be clearly disclosed to and acknowledged by students at enrollment. An institution shall maintain documentation to verify that a refund has been made. Tuition refunds for online students residing in Maryland are granted only upon submission of an official withdrawal request through the Registrar’s office.

Oregon

After classes begin for a term, a student who withdraws from a course is eligible for a partial refund through the middle week of the term. Refunds shall be based on unused instructional time and shall be prorated on a weekly basis for schools using a semester, quarter or nontraditional calendar.

Virginia

1. Armed Forces

The Virginia Tuition Relief, Refund and Reinstatement Guidelines specific to those serving in the Armed Forces or National Guard encourage private institutions of higher education to adopt a policy providing for tuition relief and refunds when a service in the uniformed services requires sudden withdrawal or prolonged absence from enrollment in the University. This is to include a description of the circumstances under which a student will receive a partial or full refund of the tuition and required fees, calculation of credits, and reinstatement. [1]

2. Generally

All tuition refund policies are to be communicated to the students. For schools that use an add drop period, a student who withdraws during the add/drop period shall be entitled to 100% refund for the period. This is the same as The Catholic University policy for non-online students. 

3. Refunds for a School that offers its programs completely via telecommunications or distance education.

For a student canceling after the 5th calendar day following the date of enrollment but prior to receipt by the school of the first completed lesson assignment, all moneys paid to the school shall be refunded, except the nonrefundable fee of $100 if the prerequisites have been met. Please note that Catholic University’s policy is more generous for the add drop period, and thus University policy will be followed for add drop refunds. 

b. If a student enrolls and withdraws or is discontinued after submission of the first completed lesson assignment, but prior to the completion of the program, minimum refunds shall be calculated as follows:

(1) A student who starts the program but withdraws up to and including completion of the first quartile (25%) of the program is entitled to receive as a refund a minimum of 75% of the stated cost of the course or program for the period.

(2) A student who starts the program but withdraws after completing up to the second quartile (more than 25%, but less than 50%) of the program is entitled to receive as a refund a minimum of 50% of the stated cost of the course or program for the period.

(3) A student who starts the program but withdraws after completing up to the third quartile (more than 50%, but less than 75%) of the program is entitled to receive as a refund a minimum of 25% of the stated cost of the course or program for the period.

(4) A student who withdraws after completing the third quartile (75%) or more of the program is not entitled to a refund.

c. The percentage of the program completed shall be determined by comparing the number of completed lesson assignments received by the school to the total number of lesson assignments required in the program.
